A way to open Rules

Many times I cannot open sweep rules from the form filler tab, the program does not allow "new window". So I have to open the sweep up in my browser. irritating and time consuming.

Hmm, let me see what I can do about that... (by default it is disabled, because there are some sites which have 'popup' windows that show up when you visit them).
